Sheff Wed Faces a 'Significant Problem', Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The team's ongoing struggles constitute a "major concern" and the football regulator is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman the official has announced.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards the club's followers.

The regulator engaged with four fan organizations connected to the South Yorkshire club in recent days.

The team have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the iconic names for football in England and this week we have met fan representatives.

"We are seeking authority... which will allow us to have Wednesday and comparable cases brought to our attention if they need to be investigated and dealt with."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be willing to sell up at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in summer, blocking the team from conducting any player acquisitions for the subsequent signing windows, although the ban was rescinded in August.

Authority's Position

Kogan said: "The position was created for the Owls followers, teams facing challenges where fans are dedicated to a community organization that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the followers."

Inquired if the authority might compel an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of the game, over the recent generations there have been particular chairmen, not many, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made might evaporate incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been invested for the last 20 or 25 years, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an economic entity of the top division.

"As someone who appreciates the worry about compromising the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in 2020.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any sort of politics."
